Main Mandate: Definition of the Unique Identity (CUIN/CUIE)

The fundamental objective of this feasibility study was twofold: to define a unique coding method for individuals (through the creation of a Unique Identification Code for Nationals – CUIN, and a Unique Identification Code for Foreign Residents – CUIE), and to propose a roadmap for the digitization of these identifiers within the Integrated System for the Electronic Identification of Persons (SIGIEP).

Key Work Completed (Overview):

  • 1. Identification Framework and Standards: Assessment of the identification landscape in Cameroon, in-depth analysis of sectoral information systems, regulatory framework review, and proposal of a coding structure for civil status events aligned with international standards.
  • 2. Technical Definition of SIGIEP: Determination of the functional and technical scopes, development of the unique identifier structure (CUIN/CUIE), security methods, and evaluation of target architecture scenarios for a secure digital identity platform.
  • 3. Viability and Models: Cost evaluations (investment and operating), full economic and financial studies (IRR, NPV, EIRR, ENPV), and analysis of the Public-Private Partnership (PPP) option for project financing.
  • 4. Governance and Regulation: Review of the existing legal framework, proposal of a draft organic law on data protection, and organizational charts for the data protection authority and the National Identification Office (ONI).
  • 5. Planning and Change Management: Development of a detailed action plan, a clear enrolment strategy, and preparation of all Terms of Reference (ToRs) and procurement documents (based on AfDB standard documents). Includes training, communication, and change management plans.

The study included an extensive *benchmarking* of international best practices (North/West/Southern/East/Central Africa, Middle East, Americas, Europe, Asia), with specific case studies (Estonia, India, Peru, Malawi, Tunisia, Nigeria, Pakistan), in order to propose solutions tailored to Cameroon’s context and regional integration.
