Overall Project Objective

The mission aimed to modernize and strengthen the legal, regulatory, and institutional system of the Republic of Congo regarding personal data protection and cybersecurity risk management, in order to support the country’s digital transformation and ensure compliance with international standards.

Key Activities & Deliverables

  • Legal & Institutional Diagnostic: Conducted a detailed assessment and analysis of the existing legal, regulatory, and institutional framework for data protection and cybersecurity risk management, including its effective level of implementation.
  • Gap Analysis: Identified shortcomings in the existing framework, including obligations relating to data management/sharing, data subjects’ rights, institutional enforcement capacity, and the need for additional mechanisms.
  • Reform Recommendations: Proposed concrete recommendations to strengthen the legal and institutional framework, with emphasis on personal data protection and cybersecurity risk management for public services and critical infrastructure.
  • Legislative Support: Assisted the ministry in drafting preliminary bills, regulatory decrees, and amendments, based on distinct roadmaps for data governance and cybersecurity risk management.
  • Implementation Roadmap: Provided strategic recommendations for the effective and sustainable application of the new legal, regulatory, and institutional framework.
