Overall Objective
The overall objective is to develop a comprehensive reference document for the implementation of Digital Sound Broadcasting (DSB) in Burkina Faso. This is based on a sector diagnosis and the recommendations from UAT and ITU studies.
Key Elements Developed During the Mission
- Socio-Economic Analysis: Study of the DSB market (demand, services, barriers), cost analysis (licenses, stations, migration, multiplex, terminals), and proposal of viable and incentive-based business models considering existing broadcasting stations’ resources.
- General Policy: Development of a policy document proposing broad guidelines for DSB implementation (objectives, priorities) to maximize the number of broadcasters able to provide services.
- Regulatory Framework: Proposal of a licensing framework for digital sound broadcasting, guiding the transition from analog to digital.
- Technical Framework: Definition of standards, platforms, architectures, and frequency bands (aligned with ITU plans: GE75, GE84, GE06) suitable for DSB introduction, including the optimal frequency plan for each standard.
- Pilot Network & Monitoring: Proposal for a pilot network architecture (equipment, costs) and monitoring mechanisms to measure coverage and service quality.
- Roadmap & Consultation: Development of a detailed roadmap for DSB implementation and a consultation document for sector stakeholders.
