Overall Objective and Context
The overall objective of this mission is to provide assistance to the Administration in preparing a Call for Expression of Interest (AMI) for the implementation of pilot projects of fixed very high-speed access networks (Fixed Wireless Access - FWA/5G) in urban areas.
Specific Objectives and Key Tasks
- Assistance in ToR Formulation: Supporting the Administration in drafting the Terms of Reference for the AMI.
- Spectrum Definition: Definition of the appropriate spectrum to allocate for pilot projects (primarily in unoccupied bands and outside “golden” 5G mobile frequencies).
- Contractual Documents: Preparation of Terms of Reference and all necessary documents for selection, contracting, and monitoring processes.
- Legal Support: Use of the results from the legal component of the urban connectivity study, complemented by consultations with the relevant public procurement authorities.
- Preparation of Technical Documents: Development of detailed technical documents for pilot projects to facilitate provider selection.
- Monitoring and Evaluation Manual: Development of a comprehensive manual for monitoring, control, and evaluation to ensure proper implementation of pilot projects.
