General Objective of the Project
The mission aimed to define the technical, organizational, and regulatory framework necessary for the establishment of a national Public Key Infrastructure (PKI). The main objective was to ensure the **security, authenticity, and non-repudiation** of electronic transactions, digital documents, and digital identities in Burkina Faso.
Tasks Completed and Key Deliverables
- Trust Assessment: Review of the existing trust services (signatures, seals, timestamping) and existing certification infrastructure in Burkina Faso.
- Recruitment Framework: Definition of technical and legal requirements and proposal of selection modalities for Trusted Service Providers (TSPs).
- Certification Authority Specifications: Development of Terms of Reference (ToRs) and detailed technical specifications for the establishment of a national Certification Authority (CA).
- Legal and Normative Framework: Development of normative documents (rules and procedures) required for the accreditation, control, and monitoring of all trusted service providers, in compliance with law 045/AN of 2009.
- Audit Procedures and Forms: Creation of accreditation forms and detailed procedures for periodic auditing and control of accredited trusted service providers.
- Skills Transfer Plan: Proposal and execution of a targeted training plan for ARCEP teams and future PKI stakeholders.
