Overall Project Objective
The overall objective is to conduct a comprehensive diagnostic analysis of ARCEP's spectrum control activities. The study aimed to ensure that control operations comply with national legislation and international recommendations from the ITU (International Telecommunication Union) regarding spectrum management and monitoring.
Study Components and Key Deliverables
- Compliance Verification: Ensure that control operations are organized, planned, and executed in accordance with national and international legislation and best practices (ITU Spectrum Monitoring Handbook).
- Regulatory Analysis: Review Burkina Faso’s legislative and regulatory texts to identify all control requirements, then map relevant control types and associated procedures to be drafted.
- Evaluation of Current Practices: Conduct a diagnostic analysis of control practices: procedures, planning and execution of monitoring, management of technical, administrative, and commercial databases, interdepartmental coordination, tool maintenance, result quality, technical resources, and human resources.
- Technical Tools Adequacy Analysis: Analyze the suitability of ARCEP's control tools with legal, regulatory, ITU manuals, and technological developments (new radiocommunications).
- Improvement Proposals: Provide detailed recommendations to address deficiencies in methods, practices, procedures, and equipment. Develop technical specifications for the acquisition of new monitoring equipment.
