Project Description & Specific Objectives

This study aims to develop the legal, technical, economic, and financial provisions necessary for granting a 5G license in Mali, as well as practical implementation guidelines, including schedules, prerequisites, frequency reassignments, and strategic directions.

Specific Objectives:

• Take stock of existing regulations, infrastructures, and service offerings.
• Develop a strategic 5G introduction plan with clear practical modalities.
• Propose a frequency band reallocation plan dedicated to 5G.
• Develop specifications for granting and operating a 5G license.
• Identify technical, regulatory, and financial prerequisites for deployment.

Expected Specific Results:

• Comprehensive overview of the telecom sector, 3G/4G technologies, and internet services in Mali.
• Inventory of existing infrastructures and strategic 5G introduction plan.
• Identification of frequency bands dedicated to 5G.
• National frequency reallocation plan compliant with ITU directives.
• Specifications for establishing and operating a 5G license.
• Guidelines for 5G interoperability with existing networks.
• National strategic document for ultra-broadband deployment based on 5G.
